Trump Calls for Ethnic Cleansing in Gaza

Article 49 of the Fourth Geneva Convention provides that “Individual or mass forcible transfers, as well as deportations of protected persons from occupied territory to the territory of the Occupying Power or to that of any other country, occupied or not, are prohibited, regardless of their motive.”

Recent remarks by U.S. President Donald Trump about the United States assuming control of Gaza have sparked widespread international condemnation. During a press conference with Israeli Prime Minister Benjamin Netanyahu, Trump suggested that Palestinians would "love to leave" the region, advocating for their displacement and proposing long-term U.S. ownership of the territory.


A thinly veiled endorsement of ethnic cleansing, his statements have been widely condemned. Trump outlined a vision where the U.S. would take over Gaza after its depopulation, claiming this move would allow for redevelopment and economic prosperity. Trump described Gaza as a "demolition site" and suggested it could be transformed into "the Riviera of the Middle East." 


He proposed resettling Palestinians in neighboring Arab nations, stating that they should relocate to countries with "humanitarian hearts" and "great wealth," as The Guardian reported. Trump emphasized that the U.S. would "own" Gaza and be responsible for clearing the remnants of war.


Trump’s rhetoric also hinted at potential military action, as he did not rule out deploying U.S. forces to secure the region. When pressed on whether the plan contradicted the two-state solution, Trump evaded the question, saying, "It doesn’t mean anything about a two-state or one-state or any other state. It means that we want to give people a chance at life."


The mere proposition that Palestinians should be forcibly relocated to wealthy Arab states rests on a Zionist assumption that they are a stateless, disposable people, rather than a population with deep historical, cultural, and political ties to their land.


Ethnic Cleansing by Another Name?


The international legal definition of ethnic cleansing, as established by the United Nations in 1994, describes it as "a purposeful policy designed by one ethnic or religious group to remove by violent and terror-inspiring means the civilian population of another ethnic or religious group from certain geographic areas.” Trump’s statements have drawn parallels to this definition, as his proposal effectively endorses the mass expulsion of Palestinians from Gaza without their consent.


Amnesty International’s executive director Paul O’Brien warned that forcibly removing all Palestinians from Gaza would be "tantamount to destroying them as a people" and represents a clear violation of international humanitarian law, as reported by Al Jazeera. The Council on American-Islamic Relations (CAIR) also strongly condemned the remarks, calling them an "absolute non-starter" and arguing that Gaza "belongs to the Palestinian people, not the United States."


International Reactions


Trump’s remarks have been met with near-universal condemnation from governments and human rights organizations. 


Senior Hamas official Sami Abu Zuhri called the proposal "ridiculous and absurd," warning that such ideas ‘ignite the region.’ Hamas spokesman Abdel Latif al-Qanou added that the plan aligns with Israeli extremists’ goal of "displacing our people and eliminating our cause." 


Meanwhile, Secretary-General Hussein al-Sheikh reaffirmed the Palestine Liberation Organization (PLO)’s rejection of "all calls for the displacement of the Palestinian people from their homeland" and reiterated support for a two-state solution based on international law.


Saudi Arabia’s foreign ministry rejected any attempt to displace Palestinians and reaffirmed its stance that normalization with Israel depends on the establishment of a Palestinian state. 


Russian Foreign Minister Sergey Lavrov condemned Israel’s "policy of collective punishment," while China’s foreign ministry opposed the forced transfer of Gaza’s people and called for a return to negotiations.


Chinese Foreign Ministry Spokesperson Guo Jiakun, in a statement, said “Gaza belongs to the Palestinian people. It is an inalienable part of the territory of Palestine, not a bargaining chip for political games, still less a prey of the strong. The war has already left Gaza in devastation and suffering. The international community, major countries in particular, should join hands to make Gaza better, rather than worse, by providing humanitarian assistance and helping with its reconstruction.”


Geopolitical Implications and Risks


Trump’s proposal has broad geopolitical ramifications. It directly contradicts the long-standing U.S. foreign policy stance that supports a negotiated two-state solution. Instead, his vision aligns with the Israeli far right, which seeks to expand Israeli control over Palestinian territories while forcibly displacing their inhabitants.


The implications for U.S. relations with Arab allies are severe. Countries like Jordan and Egypt, which have already refused to accept Palestinian refugees en masse, view such plans as existential threats to regional stability. Saudi Arabia’s refusal to endorse the plan highlights the broader resistance to forced displacement among key U.S. allies. Saudi Arabia, here, affirmed that it will not normalize relations with Israel unless a Palestinian state is established.


The Hague Group


A crucial development amidst Trump’s rhetoric has been the emergence of The Hague Group, a coalition of nine nations—including South Africa, Bolivia, Cuba, and Namibia—committed to holding Israel and its supporters accountable for potential war crimes. 


This group has pledged to support the International Criminal Court’s (ICC) investigations into Israeli actions in Gaza, prevent arms shipments that could violate international law, and coordinate economic and diplomatic measures against violations of Palestinian rights, as reported by Tribune.


Ronnie Kasrils, writing in Tribune, emphasized the importance of global solidarity in countering Trump’s proposals and Israel’s continued aggression. He argued that "imperialism can only be defeated by building solid forms of counter power," urging nations to expand their coordinated resistance efforts.


The Hague Group’s actions mark a significant shift in international resistance to Western-backed Israeli policies. By mobilizing legal frameworks and economic tools, the group aims to counter the normalization of forced displacement and challenge Trump’s expansionist vision.


Donald Trump’s proposal for Gaza represents a fundamental challenge to international law and diplomatic norms. His rhetoric advocating forced displacement has drawn widespread condemnation and renewed global debates about ethnic cleansing and settler-colonial policies. 


With resistance growing both in Palestine and internationally, the fate of Gaza remains at the center of one of the most contentious geopolitical conflicts of our time. Whether Trump's statements will translate into concrete actions remains to be seen, but the world is increasingly mobilizing to ensure that international law prevails over expansionist ambitions.
